The U.S. Embassy is aware that NOVA filed for court protection on October 26, 2007 and has temporarily shut all of its schools in Japan. We are closely monitoring the situation.
NOVA's Foreign Personnel Section contact telephone number for East Japan is in Tokyo at (03) 6688-4441 and for West Japan is in Osaka at (06) 7688-0404. The Ministry of Health, Labor and Welfare has also announced that NOVA teachers may call the Employment Service Centers for Foreigners at the Hello Work Offices in Shinjuku at (03) 3204-8621 and in Osaka at (06) 6344-1135 for advice. NOVA's situation is changing rapidly, and you may wish to monitor our dedicated web page.

Reminder: New Biometrics Requirements for Foreigners Entering Japan

The Government of Japan recently informed us that as of November 20, 2007, Immigration officials at the port of entry will digitally scan the fingerprints of and photograph all foreign nationals entering Japan, with the exemption of certain categories listed below. This requirement does not replace any existing visa or passport requirements. Foreign nationals that are exempt from this new requirement include special permanent residents (Tokubetsu Eijuusha), persons under 16 years of age, holders of diplomatic or official visas, and persons invited by the head of a national administrative organization. Please note that permanent residents will also be expected to submit to this new requirement.
The Immigration Bureau of the Ministry of Justice posted an explanatory video on the new procedures on June 14, 1007. The short video entitled "Landing Examination Procedures for Japan are Changing!" can be viewed here.
UPDATE: Status of Forces Agreement (SOFA) personnel are exempt under SOFA Article 9 (2) from the new biometrics entry requirements.

일본에 있는 미국대사관 홈페이지에 가면 미국인들에게 제공되는 정보메일이 있다. 각종 정보를 모아 보내주는 것으로 미국인들을 위한 정보가 대부분이다. 예전 일본에 있을때 메일링 리스트에 가입했는데, 우리나라 소재 미국대사관에서도 이런 정보메일이 있을 것이다(없나?). 재미있는 정보가 있다.
1. 일본의 최대 영어학원 체인인 NOVA가 법정관리에 들어가 일본내 모든 NOVA학원이 잠정 폐교에 들어갔다고 한다. 한겨레신문 기사에 의하면 NOVA의 법정관리로 실업자가 될 처지에 있는 외국인 강사의 숫자가 4천여명 이라고 한다. 영어에 목매기는 일본도 마찬가지인데... 그래도 NOVA는 상당히 프로페셔널하게 운영한다고 생각했는데 실은 아니었잖아~.
2. 2007년 11월 20일부터 일본에 입국하는 외국인들은 지문과 사진을 입국심사장에서 촬영해야 한다. 하지 않아도 되는 사람이 있는데 그 대상은,
1) 특별영주권을 가지고 있는 사람(일본에서 오래 살아야 얻을 수 있다).
2) 16세 미만의 사람
3) 공무나 외교관 비자를 가지고 있는 사람
4) 일본 정부기관의 장이 초대한 사람
5) SOFA 협정의 적용을 받는 군인이나 군무원 등.
따라서 대부분의 사람들은 올해 11월 20일부터 일본 놀러갈 때는 입국심사장에서 손도장 찍어야 한다. 외국인 전용 심사선은 엄첨 밀리는데 거기에 사진까지 찍으면 서서 얼마를 기다려야 한다는 거여. 놀러 안간다. 메롱이다~
